ARTICLES GOVERNING THE 2007 EASTERN STATES RALLY CHAMPIONSHIP 

Rally Promotions, L.L.C., the Championship Organizer and Promoter, hereby declares the following Articles to be those governing competition for competitors in the 2007 Eastern States Rally Championship. 

These Articles are at all times to be read in conjunction (as appropriate) with:

  1. NASA Rally Sport™ General Regulations for Rallies and its appropriate Appendices
  2. Any bulletins issued in accordance with the General Regulations for Rallies
  3. Any bulletins issued by the championship organizer and promoter
  4. The Supplementary Regulations issued by the individual events
  1. Interpretation

"Championship"; "The Eastern State Rally Championship" as set out in these articles 

"Crew" or "Crew members"; the driver and co-driver who are entered in the Championship 

"Entrant"; the person or legal entity that has entered the crew in the Championship 

"GRR"; the General Regulations for Rallies issued by NASA Rally Sport™ 

"National Auto Sport Association - Rally Sport" (NASA Rally Sport); the sanctioning body for this Championship 

"Principal driver"; the registered member of the Crew who actually drives the competing car on all Special Stages of each qualifying round

  1. Timing System

The events of the ESRC are free to choose either the Modified FIA system or the National System. In both cases the system to be used must be specified in the supplemental regulations.

  1. Championship Personnel

At each round, the following personnel shall have the responsibilities and authorities as set out.

  1. Liaise with inviting event organizers and NASA Rally Sport on all matters pertaining to these Articles.
  2. Promote the Championship in accordance with these Articles.

The Championship Coordinator will:

  1. Deal with all Championship administration matters
  2. Record and publish the Championship point's standings
  3. Appoint a representative to attend each event
  4. Publish any Championship Bulletins.
    1. Championship Series Liaisons

All of the NASA Rally Sport East Competitor Liaisons listed on NASARallySport.com/contact.php are available for questions and discussion about the championship.

  1. Championship Calendar

The Championship shall comprise of five rounds in the following four events:

Rally Promotions, L.L.C. reserves the right to either cancel or amend any events of the Championship due to force majeure without affecting in anyway its power to award any title.

  1. Condition of Entry
    1. Driving Suit Advertising and Identification
      1. Driving Suit ID

At all rounds of the championship where they are available, the Driver and Co-Driver must wear the NASA Rally Sport and Championship breast patches on their driver suits as shown in Appendix A-4 of the GRRs.  The NASA Rally Sport and Championship breast patches will be available to purchase from the championship promoter prior to or at the event.

      1. Driving Suit Identification of other Sanctioning Bodies

For promotional reasons no identification of any US based motor sports sanctioning body other then NASA Rally Sport and the United States Auto Club may be visible on the driving suit.

    1. Vehicle Advertising and Identification
      1. Vehicle Identification

Any advertising on competing vehicles other than that supplied by the organizer must not conflict with the car's official rally number so as to prevent recognition by Event Officials.

      1. Competing Vehicle Identification of other Sanctioning Bodies

For promotional reasons no identification of other US based motor sports sanctioning bodies other than NASA Rally Sport and the United States Auto Club may be visible on competing vehicles.

      1. Door panel requirements

Entrants are to provide one 12" high x 20" wide white space on each front door of the vehicle corresponding to space B2 as shown in Appendix A-4 of the GRRs.

      1. Car Numbers

Car numbers will be provided by the organizer of each Round of the Championship and will be assigned as per the preliminary start order. 

No team will be allowed to start the event if in violation of Article 5

  1. Eligibility
    1. Entrants / Drivers Requirements

In order to gain points toward the championship the following is required:

  1. All drivers shall hold a NASA Rally Sport Membership, and
  2. All drivers shall hold a NASA Rally Sport Competition License
  3. These memberships and licenses must be in effect at each event the in which the Crew desire to score points in the championship.
    1. Vehicles

The Championship is open to vehicles in the following classes:

      P1 Prototype 1
      P2 Prototype 2
      M1 Modified 1
      M2 Modified 2
      GN Group N
      GT Grand Touring
      SS Super Stock
      S Stock
      RSF Rally Spec Focus
 

Note: FIA Group N vehicles whose homologations have expired up to a maximum of 4 years before the beginning of the current year are eligible.

    1. Proof of Vehicle Eligibility

For Group N homologated vehicles the Crew shall submit on request at registration, Scrutineering, Service Park or Parc Fermé the vehicle's original homologation papers (including roll cage homologation papers and all relevant Evolution, Errata and Variant updates) bearing an original ink stamp of the issuing authority. If these are not submitted the Clerk of the Course may move the vehicle to Prototype 1. Note: For all classes the proof of a vehicle's eligibility is the sole responsibility of the entrant.

    1. Scrutineering
      1. Compliance
  1. If after pre-event Scrutineering, a vehicle does not comply with the safety regulations of the GRR the Steward of the event may set a deadline before which the vehicle must be made to comply or exclude the vehicle from starting.
  2. If after pre-event Scrutineering, a vehicle does not comply with the class regulations of the GRR the Clerk of the Course may either, set a deadline before which the vehicle must be made to comply or place the vehicle in the appropriate class.
      1. Marking or Sealing
  1. The Chief Scrutineer and assistance Scrutineers may, at their discretion, make identification marks on the vehicle chassis, engine and/or transmission housings at any time throughout an event and the Championship
  2. Should identification mark be affixed, it is the sole responsibility of the crew to make sure these marks are preserved intact until the end of the event.
  1. Driver Seeding

Note: The current NASA Rally Sport Speedfactor list is available online at www.nasarallysport.com 

The start order shall be established in the following sequence: 

  1. FIA (Those drivers who are published by the FIA as receiving a "B" seeding or higher in the given year of the Championship are excluded from scoring Championship points but may compete in individual rounds).
  2. The current NASA Rally Sport National Speedfactor list
  3. All other drivers who have entered the event.
  4. NASA Rally Sport reserves the right to reseed competitors whose vehicle does not allow them to perform as the original Speedfactor would indicate or as required by other safety considerations.
  1. Determination of Championship

At the conclusion of each Round of the Championship, points will be allocated for each title by the Championship Coordinator to the Principal driver and co driver.

    1. Point Allocation Table

Points will be issued for the overall championship and class championships based on results in accordance with the following table:

All entrants will receive four starting points for leaving the first time control of the event.

    1. Which Events Count Toward the Championship

The Championship standings shall be calculated based on all events.

    1. Procedure for Tie Breaking for Overall Champion

In case of a tie for the first position in the championship, the tie breaking system is:

  1. The competitor with the highest number of event finishes shall be declared the winner of the championship. 
  2. If this fails to break the tie, the competitor with the highest event finishes by place shall be declared the winner. 
  3. If this fails to break the tie, the competitor with the higher number of Championship events entered by the competitor in this calendar year. 
  4. And finally, competitors may mutually agree to flip a coin.
    1. Championship Points Protest Period

Sixteen days after the points have been posted on the ESRC page of NASARallySport.com, they shall become final. This rule in no way effects the times and procedures of event result finality: it only is related to championship points.

  1. Awards
    1. The ESRC Drivers Championship Trophy

This title shall be awarded to the Driver who has gained the highest aggregate number of points based on overall placing.  At the championship awards presentation the champion will receive "The ESRC Drivers Championship Trophy".

    1. The ESRC Co-Drivers Championship Trophy

This title shall be awarded to the Co-Driver who has gained the highest aggregate number of points based on overall placing. At the championship awards presentation the champion will receive "The ESRC Co-Drivers Champion Trophy".

    1. Other Trophies

2nd and 3rd place overall ESRC Drivers and Co-Drivers Trophies will be awarded.

    1. The ESRC Class Awards

Class awards will be awarded to Driver and Co-Driver for all ESRC recognized classes to the depth represented in the following table:

    1. Essence of Championship Participation

In order to receive a year end class trophy a competitor must compete in more than one rally in the class which they are contesting.

    1. Unclaimed Awards

Awards not picked up at the awards ceremony may either be shipped at the competitor’s expense or claimed by a delegate for transport.
